Ten police officers and nine police staff from Avon and Somerset Constabulary in the UK faced disciplinary proceedings

Ten police officers and nine police staff from Avon and Somerset Constabulary in the UK faced disciplinary proceedings following the violent death of Bijan Ebrahimi.

Mr Ebrahimi, a disabled Iranian national, was punched and kicked to death outside his home in Capgrave Crescent in Brislington, Bristol, in July 2013.
His neighbour Lee James was later jailed for life for the murder, while another neighbour Stephen Norley was sentenced to four years in prison for assisting an offender.

James and other residents of Capgrave Crescent wrongly believed that Mr Ebrahimi was a paedophile, as he had been taking pictures of the neighbourhood.
Mr Ebrahimi called police for help but was himself arrested for breaching the peace and then sent back home in the days before his death.
His subsequent calls for police officers were ignored, including one just an hour before he was killed and set on fire at 1.35am on July 14.
Pc Kevin Duffy and PCSO Andrew Passmore were convicted of misconduct in a public office and jailed at Bristol Crown Court earlier this year.
Following hearings, Duffy, Passmore and colleagues Pcs Leanne Winter and Helen Harris were dismissed from Avon and Somerset Police.
The outcomes of the 19 disciplinary proceedings are:
  • Criminal proceedings or gross misconduct hearings in public:
PCSO Andrew Passmore - dismissed. He was jailed for four months in February after being convicted of misconduct in a public office following a trial at Bristol Crown Court.
Pc Kevin Duffy - dismissed. He was jailed for 10 months in February after being convicted of misconduct in a public office following a trial at Bristol Crown Court.
Pc Leanne Winter - dismissed. She was acquitted of misconduct in a public office following the trial.
Pc Helen Harris - dismissed. She was acquitted of misconduct in a public office following the trial.
Police Sergeant Jonathan Hill - final written warning.

One police sergeant - final written warning.
One police sergeant - final written warning (under appeal).
Two police sergeants - performance advice.
One Pc - no case to answer.
