Man arrested for beating neighbor's dog with metal bat

Police in Utsunomiya, Tochigi Prefecture, said Monday they have arrested a 42-year-old man for beating his neighbor’s dog with a metal bat.
According to police, the incident occurred on Sunday afternoon. Fuji TV reported that the suspect, identified as Kenichi Atsuumi, went over to his neighbor’s house and attacked the beagle, which was chained to its kennel, several times with a metal bat.
The beagle’s owner said he came outside and saw his dog bleeding from the head, nose and mouth. Police said the dog suffered cerebral contusions but survived.
Atsuumi was quoted by police as saying he lost his temper because the dog kept barking.
