A French national – known as Samir Z – was arrested at Brussels national airport after trying to fly to Morocco.
Samir Z had already tried to travel to Syria twice this year.
He is said to have knwon suicide bomber Bilal Hadfi, who detonated his explosive vest at the Stade de France on November 13.
A second man – called Pierre N – was detained in a dawn raid after Samir Z's arrest just hours before.
Both were charged with participating in a terrorist organisation.
A total of eight men have been detained by Belgian police on terror charges in connection with the Paris attacks last month.
